Register and then log-in. (Remember: GreatMutts.com will not send you spam, resell or use your email for any other purpose so there is no pain to registering!)

After you've logged in, you will see that the breed selection boxes are now enabled.

Highlight the breeds that you think make up the dog from the "Available Breeds" list on the right.

Click the ">" button to add the breeds to the "Your Picks" box. (If ever you make a mistake just use the "<" to remove a breed from the "Your Picks" box)

Repeat steps #3 & #4 until all the breeds you want are selected.

Click "Submit your picks" button

If you picked two breeds the default will be that you think the dog is 50/50 of each breed. If you picked three, the dog breeds will be broken down to 33% each and so on. You can edit that breakdown by clicking on the "edit percentages" button. Each users vote counts as one vote which can be distributed over as many breeds as they want.
